US Secretary of State Marco Rubio is chairing a two-day meeting of G20 foreign ministers in Atlanta that opens on October 30. The gathering precedes a leaders summit in Miami in December, which President Donald Trump will host. Russian President Vladimir Putin has received an invitation, though his attendance is not confirmed.

The central tension in Atlanta involves Russian Foreign Minister Sergei Lavrov. His presence has renewed debate among Western nations about whether diplomatic engagement signals a return to normalcy while the war in Ukraine continues. Organizers have scrapped the traditional group photograph for this session. Some Western diplomats reportedly refused to pose with Lavrov, and planners are weighing two separate photos, one including the Russian official and one excluding him.

German Foreign Minister Johann Wadephul stated he would not avoid a group shot, viewing dialogue as part of his role. However, he emphasized that there could be no normalcy with Moscow as long as the war persists. Nicholas Lokker, an adjunct fellow at the Center for a New American Security, noted that the US and European allies previously refused to legitimize Moscow through normal engagement. He said that consensus has since broken down.

Ukraine is absent from the Atlanta meeting. Washington limited invitations to formal G20 members, leaving Ukraine and South Africa off the guest list. Maria Zakharova, a Russian Foreign Ministry spokeswoman, said visas for the Russian delegation were resolved at the last minute. She suggested that not everyone in Washington is happy about Lavrov's participation.

The US State Department describes the agenda as a return to basics, focusing on economic growth, deregulation, innovation, energy, and trade. Other priorities include strengthening supply chains, protecting freedom of navigation, and improving access to critical minerals and food. Washington is also supporting Poland's bid for full G20 membership.

James Lamond, a senior fellow at the Center for European Policy Analysis, said the economic focus is welcome. However, he predicted the wars in Ukraine and Iran will dominate discussions. Lamond argued that anything of substance cannot be negotiated without Ukraine being represented. He also cited European concerns over Russian hybrid warfare, including a drone incident at Leipzig airport and sabotage at factories.

US officials have told regional allies to prepare for the possibility of renewed US military strikes against Iran following the November 3 midterm elections. This prospect adds uncertainty to energy supply discussions, even if the Middle East conflict is not formally on the Atlanta agenda.
